Michigan's School Bond Qualification and Loan Program provides state credit enhancement for qualified school bonds.

For qualified bonds, the district receives access to the state's credit rating, which generally can result in lower borrowing costs. State qualification also involves review of project costs, enrollment projections, debt service, and facility needs.

The state qualification process does not eliminate the local taxpayer responsibility for the bond.
