The assessment documents deficiencies between existing conditions and “like new” facility conditions based on a visual assessment, with estimated budgets for identified items.

Preliminary Qualification Application

The Application for Preliminary Qualification of Bonds provides the detailed financial and project information submitted for the November 2026 bond proposal. It includes proposed project budgets, existing and projected debt schedules, estimated millage rates, financing assumptions, and facility plans.

We obtained this document through a Freedom of Information Act request and are publishing it so residents can review the underlying information directly. Figures in the application are planning estimates and may change as projects are designed, bid, and financed.
