The central question for the Steering Committee was not simply:

"How do we fix our old buildings?"

It was:

"What configuration of buildings will best serve Parchment students and the community over the long term, given our enrollment, facility condition, educational needs, and financial resources?"

The committee considered:

  • Immediate facility needs
  • Long-term maintenance
  • Enrollment projections
  • Building condition
  • Energy efficiency
  • Operational costs
  • Educational programming
  • Community input
  • Debt
  • Future capital needs
  • The potential to repurpose existing district assets

The result is a proposal that combines facility investment with facility consolidation.

That distinction is central to understanding the November 2026 proposal.
