Why not put K–2 at Central and administration/early childhood at Northwood?

The analysis found that Central would require significantly greater investment to become the K–2 facility, while Northwood provides a more efficient option for the K–2 population.

Conversely, early childhood programming can be concentrated primarily in the newer portion of Central, reducing the amount of renovation required.

The final recommendation was therefore based on the relative condition, cost, capacity, and intended use of each building.
